Ummm I don’t know I wouldn’t go that far! But the idea is that it’s a community land trust essentially that nycha (public) controls so they can bond & get vouchers. Modeled off the school construction authority and MTA

ok interesting. but isn't creating an authority a way to avoid voter approval for bonds? what if the legislature just gave voters a chance to do it directly
